Support encryption at rest for Cloud

When EventStoreDB will support encryption at rest, it should also be supported in Event Store Cloud.

Right now, ES Cloud uses block encryption for data volumes using cloud providers' native features. Still, the volume is transparently decrypted from a point of view of all services and users of the virtual machine.
