Allow restoring backup from one project to a cluster in another project.
The typical use case is that a production cluster backup needs to be used as a staging database. Usually, those are two different projects with different permissions to manage resources inside them.
The limitation that public cloud providers impose on this feature is that restores can only be done within the same cloud region.
