Opt-in regions in AWS

Some regions in AWS are not enabled by default and must be opted-in. Right now, ES Cloud doesn't support it as there's no automation for enabling those regions, and it doesn't have any way to have regions available on the tenant level as the list of regions is the same for all tenants.
