Upgrade ESDB in cloud environment

Allow customers to upgrade managed ESDB clusters to the version of their choice as self-service. It should also support downgrades to address possible compatibility issue.

Upgrading a three-node cluster should not impose downtime, as it must be done as a rolling upgrade of each individual node in sequence.

Upgrading a single-node deployment requires downtime.
