Access managed clusters via public Internet

Allow users to choose between opening up access to managed ESDB in ES Cloud via public Internet in addition to current setup with VPC peering.

Many customers experience difficulties with VPC peering as it requires extensive knowledge of network topologies setup in cloud environments, routing, and IP ranges planning. In many cases, customers do not have point-to-site or site-to-site gateways that would allow developers in local offices or at home to access ESDB in cloud. It substantially hinders the initial developers and operators experience with Event Store Cloud.

The suggestion is to consider VPC peering not as a requirement, but rather as an advanced option for more experienced users. At the same time, allow customers to choose exposing their clusters via public Internet, but promote applying IP filters to prevent accidental unauthorised access.
